The Department of Personnel is to effectively administer the civil service and other governing
laws to provide appropriate personnel services as needed and required in order to promote a
quality work environment.
The Department of Personnel is mandated to develop and administer a personnel program for the
County along with all powers and duties of a Municipal Civil Service Commission, as provided
in the NYS Civil Service Laws. The department is responsible for holding civil service exams,
establishing eligibility lists; maintaining and enforcing Civil Service Law; maintaining employee
records; and classifying positions.
The department is to provide services and benefits mandated by County policy to employees, dependents
and retirees. These benefits include: medical, hospitalization, mental health, dental and vision
benefits as prescribed by contract and local law.
